Green Card for Foreign Talent

Application Conditions

• 1. Talents who meet the requirements of Article 3 of the Guangzhou Talent Green Card System.

• 2. Non-Guangzhou residents who meet the needs of the economic and social development of the district, start a business or work in the district for more than 6 months each year, have a legal residence in the city and meet one of the following conditions can apply for the Guangzhou Talent Green Card:

• 3. Persons with postgraduate qualification and a doctorate degree under general higher education          program, or persons with postgraduate qualification and a master’s degree under general higher education program in double first-class universities (Category A and B), or persons with postgraduate qualification and a master’s degree or above at a top 500 overseas universities.

• 4. High-level talents who are supported by the talent support and reward policy of the district and accredited by the Organization Department of  the district Party Committee or district Human Resources and Social Security Bureau.

• 5. Those that hold senior management positions in the following key projects or enterprises shall be applied by the functional department, and may be given quotas after review and approval of the district Human Resources and Social Security Bureau:

• 6. Key construction projects (including preliminary key construction projects) of the year in the district.

• 7. Key investment target enterprises by the district.

• 8. Key enterprises in the district.

Application Process

The whole application process for talent green card should be completed online; paper application is not accepted. Details are as follows:

• (1) Application. The applicant logs into the Guangzhou Talent Green Card Management System, fills in required information and uploads relevant reports and attached materials in accordance with the relevant process guidelines.

• (2) Review. District Human Resources and Social Security Bureau will complete review and examination within 7 working days upon receipt of the application materials. In case of any doubt about the application materials, the applicant must cooperate with the verification or provide relevant supporting materials.

• (3)Card Making. Guangzhou Municipal Public Security Bureau will produce the card within 15 working days in accordance with the Guidelines for Application of Guangzhou Talent Green Card.

• (4)Card Issuing. When the talent green card is ready, Guangzhou Municipal Public Security Bureau will, within 3 working days and in accordance with the Guidelines for Application of Guangzhou Talent Green Card, send it to the responsible card issuing point designated by district Human Resources and Social Security Bureau and the bureau will issue the card.
